Review of the grassroots approach

After many years of experience with community-led water management, this discussion paper is a critical review of the lessons learned in Stroud. It suggests that while there is still a long way to go, and that there are several difficulties with the grassroots approach, it provides a far better potential for solving water problems in the long term.
